宜昌市国有建设用地使用权网上挂牌出让公告
经宜昌市人民政府批准，宜昌市自然资源和规划局决定以网上挂牌方式出让宜土网挂(2022)23号地块国有建设用地使用权。现将有关事项公告如下：
一、公开出让地块的基本情况和规划指标要求：

二、竞买人范围及资格
中华人民共和国境内外的法人、自然人和其他组织，除国家法律法规另有规定外，均可申请参加竞买。
三、竞买要求
竞买人须办理数字证书、缴纳竞买保证金，承诺遵守交易须知、交易规则等要求，方可参加网上挂牌交易活动。
四、出让文件的获取
竞买人可于公告之日起至2022年6月29日，到宜昌市自然资源和规划局领取挂牌出让文件；或通过登录宜昌市国有建设用地使用权网上交易系统下载挂牌出让文件(gtjy.yichang.gov.cn)。
五、竞买保证金缴纳截止时间：2022年6月29日下午17:00(以银行到帐时间为准)
六、公告时间：2022年5月27日至2022年6月15日，计20天。
七、挂牌时间：2022年6月16日至2022年6月30日10:00时止。
八、其它有关事项
1.出让地块具体出让范围以出让红线图为准，出让面积以资质测绘单位实测为准，本次出让国有建设用地使用权的详细资料和具体要求，以出让文件为准。
2.提交竞买申请前，竞买申请人应对出让宗地进行实地踏勘，全面了解出让文件和宗地现状；对出让文件和宗地现状有疑问的，应在竞买申请前书面提出。
3.竞买申请人一旦提交竞买申请，即视为对出让文件内容清楚并自愿受其约束，对宗地现状无异议。竞买申请人竞得出让宗地后，不得以对该宗地的出让文件和现状异议对成交结果及所签署的相关文件提出抗辩。

Upon approval by the Yichang Municipal People's Government, the Yichang Municipal Bureau of Natural Resources and Planning has decided to transfer the right to use the state-owned construction land in Yidu Wang Hang (2022) No.23 by means of online listing. Relevant matters are hereby announced as follows:
I、 The basic information of the plot to be transferred publicly and the requirements of the planning indicators:

II、 Scope and Qualifications of Bidders
All legal persons, natural persons and other organizations within and outside the territory of the People's Republic of China may apply to participate in bidding, unless otherwise provided for by laws and regulations of the State.
III、 Bidding Requirements
Bidders may participate in online listing and trading activities only after obtaining digital certificates, paying bidding deposits and promising to comply with the requirements of trading instructions and trading rules.
IV、 Acquisition of Assignment Documents
A bidder may, from the date of announcement to June 29, 2022, obtain the documents of assignment based on hanging out a shingle from the Bureau of Natural Resources and Planning of Yichang City, or download the documents of assignment based on hanging out a shingle by logging into the online trading system of state-owned construction land use right of Yichang City (gtjy.yichang.gov.cn).
V、 Payment deadline for bidding deposit: 17: 00 p.m. on June 29, 2022 (subject to bank deposit)
VI、 Announcement date: May 27, 2022 to June 15, 2022, 20 days inclusive.
VII、 Listing time: from June 16, 2022 to 10: 00, 2022.
VIII、 Other relevant matters
1. The specific scope of land to be transferred shall be based on the red-line map of land to be transferred, the area of land to be transferred shall be based on the actual measurement by the qualified mapping entity, and the detailed information and specific requirements of the right to use state-owned construction land to be transferred shall be based on the transfer documents.
2. Prior to submission of the bidding application, the bidding applicant shall carry out a field survey of the land parcel to fully understand the transfer documents and the status quo of the land parcel; where there is any doubt about the transfer documents and the status quo of the land parcel, the applicant shall submit a written application prior to the bidding application.
3. Once the bidding applicant submits the bidding application, it shall be deemed that the content of the assignment documents is clear and the applicant is voluntarily bound by the documents and has no objection to the status quo of the land. After winning the land parcel to be assigned, the bidding applicant shall not raise any defense against the transaction results and the relevant signed documents on the basis of the assignment documents and the status quo objection to the land parcel.
